Bristol City Council's Interim Chief Executive Graham Sims, who has held the city's top civic job at £150,000 a year is retiring in March.
He stepped into the post as a temporary measure after the former chief executive Jan Ormondroyd took early retirement in July last year.
Mr Sims is unlikely to be replaced as the mayor George Ferguson has made clear he wants to change the top tier management structure and appoint a Chief Operating Officer to oversee the day-to-day running of council services.
Mr Sims, who lives in south Bristol, has served with the council for more than 36 years, first joining as a trainee environmental health officer.
He said in his retirement letter to Mr Ferguson that while he found this remarkable, "it is totally eclipsed by the immense sense of privilege that I have had in serving my much-loved home city of Bristol".
He added: "I have great memories of people and projects and I leave with a strange mix of joy and sadness.
"It has been a real privilege over recent months, with others, to support you as Bristol's first elected mayor."
In response, Mr Ferguson has written back to Mr Sims praised him for the invaluable role he played in smoothing the transition since he took over as elected mayor."
